What is DTL?
Distance Teaching and Learning (DTL) is a comprehensive
staff development academy that will train interested educators to
appropriately use the statewide video conferencing capabilities that are
being placed in school districts and are scheduled to come online in the
Fall of 2000. As with other Technology for Teaching and Learning
academies, DTL’s major emphasis will be on the creation of high quality,
interactive curricular content by participating educators. This content
will form a starting base for the instructional use of the statewide
interactive video capacity and will provide a platform for further
development of capacity and skill in using distance teaching and learning
technologies.

DTL Purpose:
The purpose of the DTL Academy is to establish a growing
cadre of educators who will create, implement and deliver high-quality
instruction for the South Dakota Digital Dakota Network. These
educators will model effective distance teaching strategies that support
active student learning. Participants will become instructional
leaders that guide the implementation of high-quality telecourses and
telelessons that promote the advancement of learning for all students in
South Dakota.

DTL Locations/dates:
DTL 2002 will be held at regional sites across the State. The
selection of these sites will be completed in January;. Selected sites and
applications will be posted in mid to late January.. Check back for
updates.

DTL
Objectives and Indicators
DTL Participants will:
- Build understanding of instructional strategies that
effectively utilize the Digital Dakota Network.
- Understand
the instructional gap between current classroom practice and what is
needed to assure student interaction and participation in a distance
environment.
- Understand
the technological influences on instructional design.
- Understand
the systems and complexities of various learning relationships;
instructor-student, student-student, student-technology, and
student-content relationships.
- Establish learning communities in an academy setting.
Learning communities will design, develop, implement, and evaluate
high quality instruction for the Digital Dakota Network.
- Foster action research practices through learning-to learn,
self-directed thinking, and critical reflection skills
- Incorporate
the SD Content Standards in instructional strategies, content, and
assessment to
improve student growth and achievement.
- Define
the best delivery and development processes and procedures for
instructional materials in distance environments.
- Integrate
multimedia and visual tools including video, presentations graphics, and
the Internet into an educational format that utilizes the DDN.
- Gain orientation and technical training utilizing a
trainer of trainers model for the specific components of the
technology provided to the DDN.
- Broad understanding of the capabilities and limitations of the
available educational technology tools.
- Basic
trouble-shooting procedures for the technology tools provided in the DDN.
- Utilize
the operating procedures, staff development, and student support systems
of the DDN.
- Develop information management skills to assist in
the selection and evaluation of all distance learning programs and
products.
- Criteria for cost effectiveness and responsible fiscal management.
- Potential
elements that complement the Digital Dakota Network.
- Improved
student achievement in accordance with the SD and National Content
Standards.

Eligibility:
- Certified educators, who are presently under contract
with a South Dakota school district, and who have responsibility for
direct teaching and/or instructional leadership specific to the
Connecting the Schools Initiative.
- Each participant must have attended a TTL Academy or
provide evidence of technical, instructional, and curriculum skills
that are consistent with those of TTL Academy graduates.

Payment:
- Each participant will receive a stipend of $750 for
full attendance at the DTL Academy. (Academy duration is 15 days.)
- A noon meal will be provided as will AM and PM
snacks.
- There will be no support allocation paid to school.
(The equipment that has been received by the school provides all of
the technical infrastructure that is needed to implement Academy
work.)
